Former NERIST Registrar Ashok Singh declared proclaimed offender

ITANAGAR, Apr 06: Former Registrar of NERIST Ashok Singh along with two others, namely Ankur Singh of Azamgarh, UP and Anurag Singh, Management Department, AKS University, Satna, Madhya Pradesh accused in Naharlagun Police Station Case No. 168/08 have been declared Proclaimed  Offender  by the Sessions  Judge, West Sessions Division, Yupia, informed Capital Complex SP Seju P. Kuruvilla.

The accused have been directed to appear before the  Court  of the District  and Sessions Judge, West Sessions Division, Yupia, Arunachal Pradesh to answer the said complaint  on April 27, 2015.

Further, accused Rafiqul Islam of Laluk, North Lakhimpur, Assam in Naharlagun Police Station Case No. 228/07 and accused Govinda Chakraborty of Dhubri, Assam in Naharlagun Police Station Case No. 171/07 have also been declared Proclaimed Offenders by the Sessions Judge, West Sessions Division, Yupia.

 

Revenue theft allegation against DTO

ITANAGAR, Apr 06: An owner of a truck from Margherita, Assam, has leveled serious allegation of revenue theft/pilferage against the District Transport Officer (DTO) of Changlang.

As per the information obtained through RTI by the individual, copies of which were provided to this daily, a fine of Rs.9000 (challan/Sl. No. 05362) was imposed on his vehicle bearing registration no AS-09C/6421 on November 14, 2014 for violation of certain sections of MV Act 1939/1988. It was, however, revealed through information provided by DTO Changlang, under RTI that only Rs.1000 penalty has been shown against the vehicle out of the total Rs.9000 imposed.

 

Spl. Commsioner on RTF visits Ziro

ZIRO, Apr 06: The Special Commissioner to the Supreme Court of India in the Right to Food case, Harsh Mander visited Ziro yesterday and interacted with the public, Gaon Buras of Mudang Tage Village. Union appeals for door to door ILP checking

ITANAGAR, Apr 06: All Papum Pare District Students' Union (APPDSU) has appealed to the Papum Pare Deputy Commissioner to launch door to door Inner Line Permit (ILP) checking drive, besides regular checking at every check gate and newly opened vegetable market near Dikrong River, to prevent illegal entry of people from outside the state into the district.

Majority of people from neighbouring Assam, particularly the vegetable vendors, who frequently make easy entry into the state capital through Gumto check gate and the porous inter-state boundaries, stay back here without ILPs. Further, those people, who obtain temporary passes for 10 to 15 days, too stay back here beyond the permitted period as there has been no system of checking ILPs at exit points, said APPDSU in its representation to the Deputy Commissioner.

The union also urged the DC to start night patrolling in Doimukh area saying that the area is becoming a hub for criminal activity.

 

Illegal sawn timber destroyed

ITANAGAR, April 6: A team of forest officials headed by Banderdewa Range Forest Officer, Taje Singdu along with Mobile Squad, Balijan PS police and IRBN personnel, and executive members of All Tapiaso-Habia Youth Welfare Association (ATHYWA) yesterday conducted combing operation at Tigdo-Happa in Tapisaso and seized timber cutting equipments. The team also detected huge quantities of swan timbers at Tapisaso and destroyed them on the spot.

It is suspected that illegal timber operations are being carried out in the interior places which need to be searched properly with the help of police personnel, the Association said in a release.

The team also interacted with local public of the area including Gaon Bura and public leaders and advised them to refrain from illegal forest activity in future and conserve the same.

The ATHYWA also requested the gathering not to damage the forest resources. The Association further said that fines will be imposed as per the bye-laws of the association if anybody was found destructing forest resources in future and the matter will be handed over to police  for further action, the release said.

 

People’s Award for Excellence given out at Roing

ROING, Apr 6: Mukut Mithi, MP (Rajya Sabha) gave away the People's Award for Excellence at Anchal Samiti Hall here today.

The People's Awards were conferred by the district administration on behalf of the state govt. for excellence in the field of education sector, social work, medical, agriculture and governance.

Govt. Middle School, Kangkong and Govt. Secondary School, Parbuk got the People's Award in educational sector for its cent percent result over the last few years and also for discipline and cleanliness. The Dibang Adi Women Association and the Enjalu Menda Women Empowerment Forum, Roing received the awards for their endeavour towards eradication of drug addicts and women empowerment activities under social works. O Mega, SMO and Basiya Mepo, GNM of District Hospital, Roing were given the awards for their sincerity and dedication in discharging their medical services to the people.

Progressive farmers, Dature Miuli and Tokmin Perme received the award in the agriculture sector. Under the Governance Sector, Jally Umpo, CO was given the award for her sincere efforts in realization of revenue under tax & excise in the year 2013-14 during which the revenue drive was double the previous year in the district. J K Chanda, UDC of DC Office, Roing also received the award under governance sector for his sincerity and dedication in discharging his duties.

All the awardees received a cash prize of Rs 15,700 each and a certificate. Auxiliary Labour Corps (ALCs) of DC Office, Roing also received the People's Award for their active participation in Swachh Bharat Abhiyan.

CYO demands more women PS,

installation of CCTV camera in capital region

ITANAGAR, Ap 06: The Capital Youth Organization (CYO) has appealed to the Chief Minister to take steps for establishment of more women police stations and installation of more high definition CCTV cameras in sensitive areas of the Capital region.

In an eight-point memorandum submitted to the Chief Minister, CYO said that only one women police station is not enough for the entire capital region. We need more PSs in between Banderdewa to Chimpu so that women can raise their voice against crimes freely. Demanding    installation of CCTV cameras, the organization said that the crime rate is increasing day by day in the capital region. The installation of the CCTV camera in sensitive areas would lessen the crime rate. It would also provide a sense of security to the city dwellers including businessmen, it said.

There is rampant illegal earth cutting in and around the capital which is causing unprecedented landslides, the memorandum further said and demanded immediate steps to regulate the rampant earth cutting.

Other demands of the organization include construction of public utility toilets, erection of boards with traffic signs in various prime locations, frequent police patrolling in places like Gompa and Senki View to prevent drug peddling, proper maintenance of footpath in the capital region and proper maintenance of Indira Gandhi Park.

 

ABKYY provide relief material to fire victims

ITANAGAR, Apr 06: A team of Adi Bane Kebang Youth Wing (ABKYY) members led by President Aling Pinggam met the fire victims of Tumbin village and contributed 40 bags of Rice to the fire accident victims of Tumbin village.

Pinggam appealed to the state government to provide relief materials to Tumbin and Damro fire victims immediately.

Meanwhile, a team of ABKYY members led by its General Secretary, Toi Modi visited Damro village and met the fire accident victims and contributed some relief materials to them recently.

 

AMK meeting held

ITANAGAR, Apr 6: The Adi Mising Kebang (AMK) meeting was held at Oyan recently.

During the meeting, various speakers emphasised on promoting unification and social building of Adi and Mising community.

ABSU suggest construction of paying guest room

ITANAGAR, Apr 06: In order to materialize the assurance given by GREF authorities in the aftermath of tragic road accident at Pasighat on February last, the central executive members of All Bogong Students Union (ABSU), family members of Late Okit Yosung, GREF authorities and DDHS Kabang Lego, Medical Superintendent Yater Ringu Darang and ZPC Kaling Dai today visited the site for the construction of public utility room at General Hospital Pasighat in memory of Late Okit Yosung.

The ABSU members suggested the team for construction of Paying Guest Rooms in the hospital in memory of Late Yosung, Vice President of ABSU who died in an unfortunate road accident on February 28 last at Pasighat due to rash and negligent driving by a GREF truck driver.

The union further appealed East Siang District Deputy Commissioner to initiate necessary follow up action for immediate arrest of Brijesh Kumar, the driver of the GREF truck and threatened to launch democratic movement if their demand is not fulfilled.

Two houses gutted

ITANAGAR, Apr 06: Two dwelling houses were gutted in a fire at Gungu village under Sangdupota circle in Papum Pare district yesterday.  There is no report of any human casualty; however the fire destroyed all household properties of Teli Yasa and Teli Moni.

Meanwhile, All Arunachal Pradesh Entrepreneurship Development Association and All Sangdupota Circle Youth Association (ASCYA) which rushed to the fire accident site along with Govt officials, appealed to the local MLA and state Govt to provide immediate necessary relief to the fire victims.

 

School authority demand action

ITANAGAR, Apr 06: The school authority of Govt Middle School, ESS-Sector today condemned the reported murder of a Class I student of the school Tani Tana (alias Tatung Tana) recently. The authority appealed to the police to nab the culprit(s) involved in the heinous crime at the earliest and give justice to the victim.

Expressing deep shock over the death of 10 years-old Tani, the headmaster, teachers and students of the school observed two minutes silence for the peace of the departed soul and prayed to Almighty to give enough strength to the bereaved parents to bear the irreparable loss.

Late Tani was found allegedly murdered on March 31 in the school premises. The Itanagar police have registered a murder case under 302 of IPC.

 

Organization demands SIT investigation

ITANAGAR, Apr 06: The All Tagin Youth Organisation (ATYO) in a representation to the Home Minister has demanded for constitution of a Special investigation Team (SIT) to investigate the alleged illegal land allotments made during the tenure of Tahang Taggu as Deputy Commissioner of Upper Subansiri district.

ATYO alleged that several government buildings were dismantled without approval of the competent authority in order to pave way for hasty allotment of government lands to private parties.

It also demanded a separate investigation into the alleged illegal destruction and dismantling of government buildings without approval from the competent authority.

 

Indigenous faith movement leader dies

ITANAGAR, Apr 06: Ngampong Ngemu, a prominent leader of Rangfrah Faith & Promotion Society and member of Indigenous Faith and Cultural Society of Arunachal Pradesh (IFCSAP) died after a brief illness on April four. He was currently serving as an engineer in Khonsa Electrical Department.

He was one of the prominent leaders of the indigenous faith movement in the state. The void created with his untimely death will be very difficult to fill in," said  IIFCSAP in a condolence message.

 

BCYA demands blanket ban on poultry

ITANAGAR, Apr 06: The Banderdewa Circle Youth Association (BCYA) has appealed to the Capital Complex District administration to impose blanket ban on selling of poultry (broiler chicken) and pork within Banderdewa market in order to take precautionary measures against swine flu.

The BCYA alleged that despite ban on selling of poultry meat and pork across the district, some traders within the Banderdewa market area are selling it.

 

Union complains against illegal water connection

ITANAGAR, Apr 6: All Arunachal Pradesh Public Health Engineering and Water Supply Department Workers Union in a complaint letter to the Chief Councillor, Itanagar Municipal Council requested to stop the illegal water supply connection and use of motors in collecting drinking water in sectors of twin Capital Complex. Unnecessary opening of water tape during water supply hours is also one of the causes of drinking water wastage, the Union said.

CHANGLANG, Apr 06: The District Health Society, Changlang conducted a sensitisation meeting at Office of Deputy Commissioner today among the stakeholders for successful launch of mission Indradhanush in the district.

Presiding over the meeting, the Deputy Commissioner, Chanchal Yadav exhorted all the stakeholders to work for successful completion of the mission in the district.

District Medical Officer, Dr S Chai Pul in her address urged the Medical Officers for immunization coverage of more than 90 percent in the district.

Concerned over the high number of partially immunized children, she called upon the MOs and stakeholders to mobilize ANMs, AWWs and ASHAs for proper immunization during the mission.

DRCHO, Dr Tope Yomcha asked the MOs to formulate a micro plan on the basis of head count survey of children below 2 years and pregnant women of all the areas identified to be covered during the mission Indradhanush as well as to avoid error in data updating. 2nd Satam Pogiang Memorial Football Tournament

ITANAGAR, Apr 06: Re united FC beat Nyokum FC 4-2 in today's first match in the 2nd Satam Pogiong Memorial Football Tournament for 7 Tiger running Trophy at IG Park here.

Palin United FC defeated Dorchester FC 4-1 in the second match, while Manipuri Welfare Society of Arunachal Pradesh beat Buddies FC 2-1 in the third match.

The fourth and last match of the day was played between Satam Kame FC and Kabak Kampu FC in which the former was defeated by the latter 5-4 via penalty shoot-out, informed the organizing committee.

All the winners of today's matches have entered into the semifinals.

Re-united FC will play against Manipur Welfare Society of Arunachal Pradesh in the first semifinal tomorrow while Palin United FC will take on Kabak Kampu FC in the second semifinal.

State’s independent HC in the offing

ITANAGAR, Apr 06: Arunachal Pradesh has re-affirmed the need to have an independent High Court of the State.

Participating in the Joint Conference of Chief Justices of High Courts and Chief Ministers at New Delhi on Sunday, Minister for Agriculture, Horticulture and Animal Husbandry & Dairy Development, Chowna Mein, who represented the State on behalf of the Chief Minister, informed that the required land for establishment of Permanent High Court has already been identified and allotment order is being issued shortly.

The DPR for the High Court building will be prepared in consultation with the Gauhati High Court and the Work Executing Agency after the required land is formally allotted and the requirement of fund as per the DPR will be placed before the Govt. of India for consideration in due course, he said.

Highlighting the various steps initiated by the State Government for judicial reforms and delivery system, Mein said that District level Committees headed by the District Judge and the State Level Committee headed by the Chief Secretary have already been created and notified. He explained that the status of infrastructure submitted by the District Committee in the prescribed formats, when received by the State Committee, is assessed and considered for onward submission to the Monitoring Committee at central level.

The creation of infrastructure of sub-ordinate courts is taken up as per the separation of judiciary in a phased manner and the availability of fund. Mein informed that 20 court buildings and 17 residential buildings have been constructed till March this year for various categories of Judicial Officers under CSS (90:10) and (50:50) basis.

Further, the State has already created the State and Juvenile Justice Boards for all districts and notified by the nodal department of Women and Child Development. One Juvenile Home has already been set up at Pasighat.

Mein further informed that 21 Alternate Dispute Redressal (ADR) Centres are being constructed out of the fund allocated under 13th Finance Commission grant by diverting the fund from the components of Heritage Court Building and Morning & Evening Court with the approval of the Ministry of Finance. He said the fund was diverted with prior approval as Morning & Evening Courts were not felt necessary due to low pendency of cases.

On strengthening the legal aid services, Mein informed that it is being rendered by the State Legal Services Authority from time to time and so far four Legal Aid Clinics have been established in the State. As regards full time Member Secretaries of District Legal Service Authority, he said that the Judicial Officers in the State have been nominated by the High Court as ex-officio chairmen/Member Secretaries. Further, post of Member Secretary has already been created which will be filled up by the High Court.

On the other hand, five posts each of Chief Judicial Magistrate and Judicial Magistrate First Class and three posts of Additional District & Sessions Judge were filled up and posted at different districts.

“The State Govt. is contemplating creation of more posts at the level of Magistrate-cum-Civil Judge (Jr.div.) in various districts as per necessity,” Mein added.

The Conference was inaugurated by Prime Minister Narendra Modi and attended by Union Law Minister D.V. Sadananda Gowda, Chief Justice of India H.L. Dattu, Chief Justices of High Courts and Chief Ministers.

 

 

Pul levels serious allegations against Govt

ITANAGAR, Apr 06: The bitter exchange of allegations and counter allegations between expelled Congress MLA Kalikho Pul and the state government is only getting worse with each passing day. Reacting to the clarification issued by government spokesperson Bamang Felix, Pul launched a fresh round of allegations on the state government. Addressing the press persons this afternoon at Arunachal Press Club, the former minister alleged embezzlement of central funds to the tune of  Rs 299.32 crore by the Arunachal Pradesh government under relief and rehabilitation programmes in the past four years.

Presenting records obtained through RTI, the former state finance minister alleged that the state government had received an amount of Rs. 519.13 crore from the Centre under National Disaster Response Fund (NDRF) and State Disaster Response Fund (SDRF) from 2011-12 to 2014-2015, out of which an amount of Rs 292.32 crore was siphoned off. "The state government has been fooling the people by deliberately misleading them about the actual financial position of the state by presenting fictitious and delusive picture, besides playing political game of concealment," the MLA from Hayuliang told reporters here.

He said during 2011-12, the Centre had allocated funds to the tune of Rs 34.72 crore under the SDRF, during 2012-13 an amount of Rs 100.44 crore under NDRF and 34.46 crore under SDRF, in 2013-14 an amount of 140.46 crore under the NDRF and Rs 39.29 crore under the SDRF was released, while in 2014-15 an amount of Rs 125.96 crore was release under the NDRF and Rs 42.20 crore under the SDRF respectively. "The state government needs to come clean and explain where the remaining amount received from the Centre has been spent with district-wise and project-wise details of works," he demanded.

Pul alleged the funds were spent not on need basis and no fixed criteria or modalities for distribution of funds to the disaster prone districts exist, adding the state government preferred the least disaster-prone districts at the cost of the most affected ones from the required funding for relief and rehabilitation programmes. "In a democracy, the state government is answerable to the people on utilization of public funds," he said.

Responding to a question on why he had not raised the issue before his expulsion, Pul said on several occasions he raised the issue in the CLP meeting and even on floor of the Assembly.

"I was dropped from the ministry on December 24 last and subsequently expelled from the party because of my outspoken nature, which might hurt some of the senior party leaders including Chief Minister Nabam Tuki," he said. Pul, one of the senior most MLAs in the state representing Hayuliang constituency since 1995, was expelled from the Congress on April 1 for alleged anti-party activities. On April 4, state government spokesman Bamang Felix clarified all the charges of Pul and admitted the state was facing an accumulated deficit of Rs 4486.74 crore in the last ten years. Pul rebuts Govt clarification

ITANAGAR, Apr 06: Former finance minister Kalikho Pul today strongly rebutted the argument of state government that due to implementation of sixth pay commission state is facing financial deficit. “Sixth pay commission was implemented when I was the finance minister. We did face problems during the initial days but somehow managed to stabilize the financial condition. Also during the year 2014-15, the state received money under share of central taxes Rs 984. 26 crore, revenue deficit gap grant of Rs 364 crore, normal central assistance of Rs 1128.95 crore, SCA(Untied) Rs 800 crore, net small saving loan Rs 38.48 crore, market borrowing Rs 226.05 crore which totals upto Rs 3541.74 crore. This money is supposed to be used to pay salary, pension, buying vehicles etc. The actual money needed to pay above all roughly comes to Rs 3120 crore. It means government should have been making a saving. They should not use such false excuse,” said Pul.  

He also thrashed the statement of govt. spokesperson wherein Bamang Felix had admitted that state government is facing accumulated deficit of Rs 4486.74 crore in the past 10 years. “In November 2011 when I left finance ministry, the cash balance in the state exchequer at RBI was Rs 1127.17 crore. Within 4 months central government released Rs 2464.37 crore to the state government. Also the government received from state owned tax of Rs 272.4 crore and non-tax money of Rs 360. 71 crore. Altogether in the period between November 2011 to March 2012 state government received Rs 4224.72 crore along with Rs 1258.21 crore from discontinued scheme of the previous year. But by the end of the financial year 2012 state government was left with Rs 48.51 crore,” he said. Further he added, “In the year 2007 the cash balance of Arunachal government at RBI was Rs 30.54 crore, 2008-Rs 581.32 crore, 2009-Rs 474.74 crore, 2010-Rs 822.18 crore, 2011-Rs 855.65 crore, 2013-Rs 195.16 crore and 2014-Rs 0. How can they say it is accumulated deficit? During my tenure as finance minister the state never faced such financial problem and we even manage to pay bonus and timely salaries to even casual employees. In order to hide their wrongdoing they should not fool the people of state by using silly excuses,” said Pul.

The former minister also told that whatever new money the state receives from central will be spent on paying debt and interest to the RBI. “State government is borrowing money from RBI at the interest rate of 13% which is extreme. So, whenever central releases money for the development activities of state, RBI will automatically deduct loan amount and 13% interest money.

Therefore we will not be left with any money for the development of the state,” he added. Pul squarely blamed Chief Minister Nabam Tuki for the financial crisis stating that besides being head of the government, Tuki is also holding post of planning and finance department.

 

 

BJP celebrates 35th Foundation Day

ITANAGAR, Apr 06: The Bharatiya Janata Party (BJP), Arunachal Pradesh has celebrated the 35th Foundation Day of the party at its state party office here today.

Referring to the news item regarding protest rally of the Congress in state against Land Acquisition Bill, he said they should refrain from indulging in activities of creating confusion and misleading the people of the State just for cheap vote bank politics. “The State Congress leaders are also well aware about the facts that several Congress ruled states had also protested over the Land Acquisition Bill passed by the then UPA Government in December 2013, which necessitated for amendment, exactly which the BJP government has done for the welfare of farmers”.

Many BJP leaders including Dominic Tadar, B R Wage, General Secretaries and R K Khrimey, chief spokesperson also highlighted the growth, achievement and success of the Party in the country as a whole and Arunachal Pradesh in particular since its formation on 6th April 1980. Mopin celebrated at Aalo, Tezu and Ziro

AALO Apr 06: Mopin festival of the Galo community was celebrated with great pomp and traditional fervour at Donyi Polo Déré complex, Aalo yesterday.

Attending the festival, Education Minister, Tapang Taloh said that festivals always bind together people from different strata, and the Mopin festival of Galo Community exhibits the vibrant culture of the Galos, which should be preserved and promoted.

The Festival ground should act like a class room where young generations should be taught about richness of our culture. The festival celebration should not be confined to amusement and entertainment only but aim towards peace prosperity and communal harmony, added Taloh.

The Minister also praised the noble initiative of felicitating Basu Perme for social work and RCCN TV Director Liduk Ete for encouraging sectors of Aalo township on cleanliness drive.

MLA 38-Pasighat, Kaling Moyong attending the celebration also appealed the people to promote and preserve own tradition and culture. He further said that the presence of foreign nationals to witness the Mopin celebration here indicates that our culture is known far and wide and we should strive more to promote our tradition and culture. He further added that more exposure through promotional activities and showing hospitality to foreigners will help tourist inflow in the area.

On the occasion, youths of various communities presented traditional cultural programmes.

At Ziro, MLA and  chief patron of the Mopin Gí:dí, Ziro, Tage Taki said that festivals unite people from all the sections of the society and  this spirit of festivity should be preserve and passed on to the future generation.

DIPRO, Ramar Jokik Ligu read out the Mopin mythology and spoke on the objectives and the essence of the Mopin celebration.

President Mopin Celebration Committee Tumme Amo also spoke on the occasion.

Workshop on uniform code of conduct for priest held

ITANAGAR, Apr 06: A workshop on the topic 'Siigyin Myoyun' (uniform code of conduct for priest) was organized by Meder Nello Council at Tajang Village at Ziro, Lower Subansiri recently.

Attending the workshop, the Ziro MLA described about the importance of such workshop and advised the participants to work for preservation and promotion of indigenous faith. He suggested for documentation of such practices for younger generation to follow up the age-old practices of the society.

Indigenous Faith and Cultural Society of Arunachal Pradesh, President, Dr. Ligu Tacho opined that Nyibu's are the backbone of tribal people in the state so they must play an important role in safeguarding the religion of indigenous people. He also advised the people to work with devotion for further strengthening the indigenous faith movement in the district. He advised the participants to take full advantage of such workshop and carry forward the age-old legacy and preserve the same. He also advised the people to respect the religious beliefs of others and spread the message of love to all.

IFCSAP Secretary General, Bai Taba elaborately described about the indigenous faith that is "One god, One tribe". He suggested all indigenous faith believers to work for spreading of indigenous faith. He also assured to extend all possible help to the prayer centre for strengthening the indigenous movement. He also announced to conduct workshop on uniform code of conduct of Nyibus (priest) at state level very soon.   

Executive member of Karbi Autonomous Council, Joy Ram Englang highlighted the importance of the workshop and appreciated the Apatani culture and practices. He opined that before adoption of other cultural one must remember one's originality and identity. He also suggested for a cultural tie-up between Karbi tribe and Apatanis in future for promotion and exchange of culture and traditions between the two tribes.

 

 

Rijiju unveils Longte festival

KOLORIANG, April 06: As a part of curtain raising ceremony of Longte Festival 2015, Union Minister of State for Home, Kiren Rijiu, today opened the food stalls of this mega event here. With this, the formal celebration of 10 days Longte festival of the Nyishi community started with traditional fervour and gaiety. The Minister also released a Longte Audio Cassette (NYIA LONGTE) produced by Central Longte Committee to mark the occasion.

While greeting the people of Kurung Kumey district on the auspicious occasion of Longte Festival, the minister in his address at General Ground here said that “he is in politics to serve the society.”  The people should not have any misconception about his intention as an MP or Union Minister, he said. He further said that “for him political party is not important but serving the society through party is important.”

Referring to the poor financial position of Arunachal Pradesh for the last 2-3 years, he emphasized on the need for walking extra miles by the state Government within the framework of Indian Constitution and added that the Central Government’s duty is just to support the state Govt.  

Emphasizing on the need for strengthening the health and education sector in Kurung-Kumey district, he assured to provide a state of art Ambulance to Community Health Centre Koloriang and to start a Jawahar Navodaya Vidhyalaya in Koloriang at the earliest possible time.

Speaking on the occasion, local MLA Pani Taram greeted the Union Minister on behalf of the people of his constituency and requested him to assist in getting necessary funds for over all development of Kurung-Kumey district, especially in Border Blocks of the district.

Attending the programme, former minister Kahfa Bengia has asked the youths of Kurung-Kumey district to imbibe the spirit of hard work to lead a decent life. He advised the All Nyishi Youth Association (ANYA) to serve the society with sincerity and dedication.  Biri Kakum, President ANYA and Phassang Bunghi, President ANYA K/Kumey Unit also spoke on the occasion.

Among others the Programme was attended by Sangha Tagik, ZPC, Deepak Shinde, I/c Deputy Commissioner and Jasmeet Singh, SP Kurung-Kumey district. DIPRO

Difficult time for Arunachal govt.

The Congress government of Arunachal is battling series of corruption allegation in recent days. One of their former colleagues Kalikho Pul who was recently expelled from the party has become their biggest nemesis and is exposing all the wrongdoing. After alleging state government of financial mismanagement, today Pul made another series allegation of the siphoning of fund under relief and rehabilitation department.

Just as government was fire-fighting Pul, the All Papum Pare District Students Union (APPDSU) has intensified the demand seeking resignation of education minister Tapang Taloh alleging him of involvement in corruption. APPDSU claims that by using his OSD, education minister was trying to extract commission from the contractors. State government as well as frontal wing of Congress party, the Arunachal Pradesh Congress Seva Dal (APCSD) is strongly backing the minister. While supporting the minister they have urged APPDSU to wait till the police complete investigation into the case.  No doubt this is a testing time for the Congress government. To win the trust of the people of state they will have to come clean on the allegations leveled by both Pul as well as APPDSU.

Bete noire of Bandh culture in Arunachal

Dear Editor,

Number of Bandh call in the state especially capital complex have been reduced drastically after Tanga Byaling took the reign of Home Ministry from his predecessor .Under the able and efficient guidance of present Home Minister, number of union leaders had been put behind bars and some are still languishing in the jail .Due to his valiant action against the bandh culture, unions who used to call bandh at the drop of a hat has to think hundreds times now before venturing out to what once consider as a easy way to earn name, fame and money. It won’t surprise anyone of us if some unions demand for ouster of T.Byaling from Home ministry in near future because he is proving himself as a nemesis of Bandh culture in the state by dint of his decisive decision and valiant nature.

Don’t it give respite to the common people against the menace of bandh culture? Now, if some people are against him for his tremendous work then they should not complain against bandh in future.

Learn to differentiate between the fake and genuine

Dear Editor,

India is a union of states and so are other nations of this world. The other day Home & Power (Elect) Minister Tanga Byaling derogatorily termed unions, associations and organizations as extortionists. We as country and state are not individuals, but we are unions, associations and organizations of people. We do not live and function as individuals, but as unions, associations and organizations of people. Unions, associations and organizations formed by the people of AP are bringing up issues which are very relevant for the benefit of common people. Instead of the union of student aspirants, if only individuals had protested against the APSSCE paper leakage case in an isolated manner, CM and Home minister would have never taken any action. Even when the union of student aspirants and some intellectuals had protested so much, they were trying to silence the whole issue. Great philosophers of west and east had always emphasized on strength and power of unions. Democracy functions through unions and associations. Even our political parties are unions in the first place. When they act individually they have their hidden, ulterior and selfish motives which they don’t want others to know. Most of the projects in AP are not granted to people through proper tendering or electronic tendering system where union of officers preside and oversee the processes. Instead, projects are granted by individually in secret by concerned ministers in order to demand huge commission. Most of the back door appoints to various departments are made through individual and personal relationship with the ministers and bureaucrats for huge cash payments. Why don’t they advertise them in newspaper and internet? Many of the projects are undertaken by the ministers themselves, only after decades people come to know that such projects ever existed. This is how our ministers are habituated to function individually to extort money offered by the Union Government by polluting and destroying governance is AP. Society functions as a union to tackle its problem. Society as a union has elected the leaders to govern them. Actually, there should be as many unions as possible in a society.

In developed nations, we can find many kinds of unions that works in sports, women and child welfare, customer awareness, market welfare, forest and animal conservation, AIDS control, free press and media union. These unions function to bring up different important issues of a society for the betterment of the society.

Generically, terming unions as extortionists is antisocial. If Mr. Tanga Byaling has witnessed any union extorting money from him or other minister or any person, then he can specifically charge that union as extortionist and accordingly file FIR.

On the other hand, many unions in AP have been approaching ministers, officers and rich people for donations to carry out the programs of their union, and many union functions only to collect donations to fill up their pockets. When ministers, officers and rich people are approached by unions for donations, they can investigate and verify how the unions have contributed to the society in reality and then according they may decide to donate or not. If unions do “dada giri”, they can always call the police. Dysfunctional unions which do not contribute to our AP society should be discouraged by all.

In many cases, political leaders and dysfunctional unions help each other in their times of personal needs, not social needs. But, when differences arise between them, they begin to trouble each other for their own benefits. People of AP should also know this truth about unions. So let investigate, verify and learn about the missions and contributions of various unions in AP to our AP society and accordingly support genuine functional unions and discourage fake dysfunctional union for the betterment of our society.

In absence of a wall

Dear Editor,

This is in connection to the news item “IMC councillor demands construction school boundary on  Apr 1.

I do strongly agree with the demand of IMC councilor and the public. Being a part of school, I have the same experience.  Established in the year 1958, Government Higher Secondary School, Lathao has no boundary wall. This school is situated near NH-52 and surrounded by village link road from all the side.

This provides easy escape route to all the anti social elements that are active at night. Every day before assembly, the poor students have to clean the dung of stray animals.

Every year the school authority expend thousands of money for reconstruction of bamboo fence @ Rs.80/= per bamboo.

To check the students running away from class during school hour is another headache for  all the teachers and school authority in absence of boundary wall. List of Problems are uncountable.
